Kansas Weatherization Assistance Program
The Weatherization Assistance Program is the nation’s LARGEST residential energy efficiency program.
Very simply, weatherization improves heating efficiency and fuel savings by ensuring your home holds in heat and air-conditioning, while keeping hot and cold air out. At NO CHARGE to the client, income eligible families receive a comprehensive home assessment which includes repair or replacement of heating systems, insulation and caulking.
What is the Process?
The program consists of four steps:
- 1. Submit an application to a local weatherization service provider.
- 2. Undergo a home energy audit to identify specific needs.
- 3. Complete the weatherization of the home.
- 4. Conduct a post-weatherization inspection to assure quality.
Are Renters Eligible?
Yes, renters may apply for weatherization services, if eligibility guidelines are met.
What the Program Does:
The Weatherization Assistance Program, funded through the U.S. Department of Energy and the Low-Income Energy Assistance Program, provides housing improvements that increase energy efficiency in income-eligible, single- or multi-family dwellings, including manufactured homes. Who the Program Helps:
Households with income up to 200% of the federal poverty level or 75% of the state median income, whichever is higher. If anyone in the household has received TANF or SSI in the last twelve months, the household automatically qualifies. The target groups for this program are households including persons who are elderly, persons with disabilities and families with children.
How It Works:
Public or private not-for profit agencies apply for the grants and provide the services. Due to the high technical investment and expertise required to operate the grants, grantees are generally continued from year to year.

Weatherization increases the comfort of your home, saves money, reduces dependence on foreign oil, preserves housing stock and provides safe, affordable housing. Without weatherization, homes could lose heat or air conditioning, making units work harder to keep the house at a constant temperature, wasting energy and increasing utility costs.
What Measures are Included?
Weatherization services may include:
- weatherstripping, caulking around
- doors and windows
- cleaning, testing, repairs or replacement
- of refrigerators, heating and/or cooling systems
- adding insulation to walls, ceilings and
- foundations infiltration reduction

Funding Cycle: April 1 through March 31 of each year.
Key Statistics for FY2010:
Combining nearly $18.6 million in FY2010 ARRA and DOE/LIEAP funding, state weatherization providers:
- • Weatherized 2406 homes in 100 Kansas counties
- • Replaced 876 dangerous and 585 inefficient furnaces
- • Repaired 1494 homes housing the elderly
- and persons with disabilities
- • Repaired 872 homes housing children
- under the age of six
